What's the proper way of mastering, do I master the instruments first then add vocals or add vocals with the mix and then master it as a whole?

Ideally you’d record vocals within the project. Then mix down all the tracks accordingly creating your “mixdown” then master your “mixdown”

Mixing vocals to an already mastered track is akin to baking a cake and then trying to add eggs to it when it’s in the oven. Treat vocals like any other instrument - they need to be treated and sculpted to fit, and you will need to be able to do the same to the other components of the track.
