CBR vs VBR?

Theres a lot of stuff out there claiming why one sounds better than the other, but I have a couple of questions, 1.) What is the industry standard? CBR 128? Even if something is the industry standard, should I upload in .wav to youtube, soundcloud, and CDs? Or just stick to mp3?
2.) Which one really sounds better? From what I've heard VBR 0 is the best.

VBR (variable bit rate) is exactly that: it varies depending on content - it can save disk space but will never be as consistent as CBR (constant bit rate) nor as good a quality

for upload purposes linear pcm encoded wav is the way to go (wav is a wrapper format and can actually contain and mp3 inside the wrapper)
 
Not sure if there's a standard - most streaming services do their own encoding no matter what the input file is, so your best bet is to upload uncompressed audio anyway.

CBR 320 seems like a very safe bet for the best quality (if you want to encode your own files), as that's as high as MP3 will go & CBR ensure it'll always be running at that rate.
