What Software Allows This Style Editing?

I believe it would be a mixture between Adobe Illustrator and Adobe Flash. You would have to design the artwork in Illustrator then use Flash to make a video like that.
 
that's something that would be easy to do in after effects due to the fade and movements, you can also do it his way with flash and imageready

what you need for this effect is the right fonts. go to www.dafont.com where you can get all kinds of crazy fonts to do your text with. start from there......
