What did he use to make this video? Im thinking about upgrading with something better than the stock one with window so if you know any good video editing software mainly for simple instrumental video let me know .

the fx can be had by looking for audio to video tools that can be plugged in to your editor of choice

I think I've seen this as a freebie for Adobe After Effects on youtube (search "After Effects spectrum template"). The only drawback is that After Effects is not just good, it's great! -P) and with that comes complexity so keep that in mind ;-)
