A good cheapish camera to start with would be any of the ones in Canons "Rebel" line. I personally use a Rebel T3i and have been very happy with the performance so far. As for a cheap video editing software, I rent Adobe Premiere Pro CC from the adobe website monthly. I believe that it comes out to about $30 per month but it is well worth it for a professional video editing program.
