How to make squiggly line. Fuzzy TV thing in music video?

Hey I've been seeing this effect of this kind of random squiggly white ling thing in a lot of drill scene music videos you can see it at 3:06 in this video

i figure it is just a setting you turn on in some video editing software. does anyone know what software this is or how to achieve the effect?

it would be some form of random film-stock dust and scratch and hair noise - old film stock was notorious for getting hair and dust attached to the surface of the film and when it was next projected you would see these lines and sh!t as the frames flipped past

Makes sense....i suppose it's probably a plugin for adobe after effects

This seems like a definite flipped switch on some program or plugin. Still curious if anyone knows.

di you not watch the videos showing how to do similar things

without knowing your video editing software, we would be guessing as to which filter/plugin to tell you to investigate
