It's a transition effect that I got in a sample pack from somewhere, I never use it though. Why would you wanna use a sound that every other producer uses? Be original!

ok then what is the specific timbre am trying to emulate it but no clue! i use es2 i got plenty waves to oscillate but i can't do the same and i heard it in a lot of songs any help?

I wouldn't even stress about if the notes are "in key." Just do it with whatever notes, resample and pitch up/down.

Well this is sort of on topic, how can I match a rising synth that came in a kit with the tempo of the song? Is there any way to do it besides altering speed and then pitch?
