Sampling for a voice tag?

I want a new voice tag for my beats. I often hear producers using samples from tv shows, songs etc. How do they go about doing this in terms of law and copyright? I ask because i was listening to a song, and one of the lyrics would make such a good voice tag for my beats... How can I go about using this legally?? It's a big song.. So im guessing its very unlikely that i could use it?

Not without great expense. It is at minimal ironic that these producers are trying to protect their intellectual property while using illegal samples.
