Maybe this a silly question, but when do you really know, and how has to be the track, I mean does it need to be completely mastered just like a promo? thanks

There is no blueprint really. Some songs that play on the radio aren't even mastered. It's a new era. If you think it's good what's the worst that can happen if you send?

you don't send music to a label unless they ask you for some of your work at the point the label knows your quality of your instrumentals(quality in how good the music is...not how well it's mixed)
because once you start working for a label..you'll be in the studio with the (stems/trackouts) of the beat
so each element of the song can be mixed
1.vocal
2.ad libs
3.bass
4.snare
5.hi-hat
6.guitar
7.synth
8.etc....
each on it's own track

see this is why beatmakers
need to pick up some skills as producer
so you know how it works
labels make songs...not beats
