How to do an engaging techno pad

For this question there's 4, possibly more conclusions man.
Vocoded vocal
Filtered vocal
Effect riddled vocal
Formant synthesis with many oscillators detuned at <20% filtered by a lpf with resonance :/
Could even just be a sample with a filter on it, acapellas and such.

Definitely heard a faint man's voice so it could seriously be a tracked vocal/sample acapella being altered by any of the above :O
