People can "steal" beats from anywhere, period.
Here's what I recommend:
Tag your beats with the url of your website.
Know that you're selling the RIGHTS to use your beats, not the beats themselves.
Don't stress out about it too much until you've built a name for yourself.

True, but the fact is some dude from random ass town, U.S.A could steal your beat and make a small fortune off of it locally over the span of 10 or however many years from shows and sales of the track and you'd never be the wiser... that's why I only put up songs on my SoundClick that I intend to give away as free downloads for promo..
Well, it's basically imposible to protect your music from theft. That's the risk you have to take using modern means of publishing.
copyright is death of musical freedom. it limits ideas. of course, if someone takes your whole song and just changes the name on it, thats lame... check out creative commons, it's a different way to live our musical production.
That's way too hypothetical to hold any grounds though, being too worried about it will hold you back more than it will do you good. I doubt that there's many rappers from random ass towns that have the competence to make a small fortune off a single beat, or a collection of beats for that matter.
If someone wants to put that much time into using a mastered, tagged beat- I say let em'. The beat's going to overpower their vocals anyways and it'll get my tag around.
