It's basically just pushing the vinyl over the first beat of a bar. You move your hand back and forward so you get the beat going "doof woosh doof woosh doof woosh" and then sortof swing it in time with the music. Then when you get to the first beat of a phrase (or just a bar if your adjusting pitch) let it go with a slight push and hopefully (with practice) the beats will be in sync.

Sub what you explain there is just doing a basic scratch on the first beat and throwing the record so the beats start in sync.

Sean, back cueing is just the ability to wind the record backwards, to find a certain spot. If you look at dj needle specs, you'll usually find a mention like "suited for backcueing". This just means you can move the record either forward or backwards underneath it without risking to damage the record. Normal hifi styli that don't support backcueing just break or damage the record intensively.
