Im listening to it now. Its weird. Drake fell off. Last good song was Worst Behaviour.
I agree, it was a little underwhelming but I believe he only put it on iTunes so he could get out of his 4 album contract with young money, that's why it is called "If You're Reading This It's Too Late", that message is aimed at his label. So it is essentially a mixtape, he might not have even released it if he didn't have to, but who knows.

He sounds unsatisfied and depressed. He brags about his accomplishments but still seems to be lacking something. I hope he does something different for his album. This mixtape was uninspiring and whiny.

Record contracts don't work like that.
Otherwise, an artist could just turn in 5 albums at one time, and be out of their contract.
There is a story about how Miles Davis recorded nearly five albums worth of material in nearly a week's time to get out of his contract. This became the basis of the Prestige collection of albums.I def want to do more research on this since your point makes great sense, but I've read that everyone from David Bowie to 2Pac to Selena Gomez released albums in order to get out of contracts. David Bowie and Selena's were in order to satisfy Greatest Hits albums as part of their contracts.
