Yea it is $75 and you can assign up to 100,000 isrc numbers within a year. However you must be the sound recording copyright owner of the track, beat, etc. You can't assign an ISRC unless you sign up to be an ISRC manager. But you can assign them to any of your releases. The rule is one track, one isrc code. Now if you remix it, remaster or have it as a mixtape that was remixed you can assign a new ISRC to all of those different versions. I believe the change has to be at lest 30 secs or more. Not sure but it is all on the website. After you sign up, make sure you register your isrc numbers with Nielsen.
