Music Video - Director asking for share of royalties for plays?

Hello! So, to my understanding public performance royalties of a song are paid out only to the songwriter(s) and publisher(s) of a song when played on film, TV, radio, etc. correct? The director who filmed my music video is trying to negotiate a percentage of the royalties, as I plan on submitting the video to be played in major retail outlets and TV networks. I informed him that to my knowledge this isn’t “normal” practice, but would double check. I didn’t have him sign a work-for-hire agreement before the shoot. That’s my bad that I’ll have to deal with. But, if anybody has some insight about this that would be awesome. Thank you!
 
My cousin does this with his clients all the time. It's not illegal by any means it's a negotiation chip. You either agree or disagree.
