How can I buy a music license for a video game/film/whatever?

I am interested in using different songs for a video game (or a film or whatever), but I don't where and how you can pay for music licenses. I know there are platforms like Jamendo where you can pay for music licenses but I am interested in music that is not on those kind of sites. Suppose these different scenarios:

• I want a song of a famous band, let's say Metallica (I know the price will be really high, it's just an example), where can I buy the song license to use it in a videogame? Contacting the band and doing legal stuff or something?
• I want a song of a non famous band, that has it's songs in Bandcamp. Maybe the band doesn't even want money for the use of the song, but there is a need for a legal paper or something, do you know the procedure to follow?
