Affiliating with BMI

Just had a question. If one wants to affiliate with BMI, could they do so putting up a single on cdbaby or another service? Or would they have to have a track record of some sort before they will accept your application as a publisher?
 
You can sign up as a writer or publishing company at any time w/o any sort of track record. You are better off getting your publishing and writer affiliation setup long before your track records begin so you don't miss out on any publishing revenues.
