Waves shell starts loading as Dummy?

Hey, just looking for some help with this problem i recently started having.

I used to be able to use my Waves plugins on FL 9 with no problem. After not using FL (or Waves) for about 2 months, when i try to load it, it loads as a "Dummy"

ex:

Anyone seen this before / can offer any help?

Image line was no help...
 
All I got told to do was uninstall, remove registry entries an reinstall. But that didn't work

Image-Line said same thing but with FL instead of waves.

Tried both in succession, didn't work

This problem just came out of nowhere which is really weird
