Delay Effect (newbie here)

I'm brand new. idk how do do much. My question is: what is a "delay" effect? What happens to the audio signal in the machine/vst? What sound is made? An example of when to use it, or on what instrument?

yo check this out and listen to the vocals....i put delay on them. It should give u an idea. It can be used on ANYTHING
