Nope. You could sequence hardware synths, but not like with an MPC.
You could sequence them like FL plus a few controllers (interfaces) though.
What would be the point of an MPC if you could? AKAI could release a huge controller with exactly all the knobs, faders, buttons of the MP without the sampling unit, sequencer etc... and port the software buildt into the units to the Windows or Mac platform. Now that would be a total waste if you ask me. ^^
[edit]
If your actual question was: "can I sequence hardware with FL?" then the simple answer is yes
If it was: "would simply buying a few midi controllers turn FL's workflow to be like the workflow of an MPC?" then no

thanx for clearin dat up for me
how would i go about doin it though, lets say i had the microx, mm6, sh201, and asr-10 for the drums, what type of midi interface would i need for that, and i do want to use the asr for the drums and samples, i know i can do it in fl, i jus want to play them out on keys and loadem up with floppys/ dragging and dropping is too perfect and too easy

Something like the M-Audio Midisport would do fine:
