Noob Question on USB External Audio Cards

Hey guys, I just wanted to know if the M Audio Fast Track could also be used as an external USB Audio card to replace the built in audio card that's on my computer. I have a beats audio laptop and the sound quality is TRASH in Fl Studio.

New to audio cards and hardware, so please bear with me! If that M-Audio Fast Track can't be used, any places you could recommend getting a usb audio card locally in Toronto?
