M-Audio Audiophile 2496 and Win 7 64bit?

I just build a computer last week. Everything works fine except when I plug the audio card in (PIC Audiophile 2496) , it slows everything down in the computer. Mouse starts lagging and strange things start happening.

I did download the correct drivers from M-Audio and all that jazz about taking it out re installing.
But, still there is a problem is there. I don't have another card that I can swap out to see where the problem is.
I searched online but, not finding an answer. I have a feeling that the card might be going bad(IDK)

Any idea on how to fix this?
I would hate to get another card I like this one, have used it for years and I have put enough money into this build...
