Does anyone have information about this piece of gear? It's an old rackmount unit made in the 80s. I'm just looking to see if anyone knows about it or if anyone can get me some detailed specs on this unit.

I recall it's a pretty basic delay unit, early digi stuff without any specific quirks or features. Unless you're getting it for very cheap (sub-$50 or so), I wouldn't bother - there are so many wonderful free delay plugins out there that these cheapish hardware units are more of a hassle.
A.R.T. was way ahead of their time back then... I still have a ProVerb200 that I use for live use. One of the best reverbs I've ever used is on that (non-programmable) unit.
But for sure -- Their for live and/or analog studio use (and rather noisy for that matter). I wouldn't route to one when there are so many digital options out there.
