pitch shift/stretch distortion?

You know that kind of distortion you get on samples when you stretch without altering pitch, or alter pitch without changing time?
Does anyone know if there is there a vst that emulates that kind of distortion without altering pitch or time?

preferably free

if there isn't, any tips on getting that sound? without the hassle of stretching back and forth etc.

Stretch it a lot, bounce it, then stretch it back the other way.
It's really not that much hassle.
You could use two stretcher vsts one after the other as well.
