Dr dre synth "Lay Low" effect

Hello everybody, first of all, excuse my french im from Paris so maybe i write wrong!

i 'm looking for the name of the effect dr dre uses on his synth in "lay Low" song when Butch cassidy is singing.

(at 1.50)

Kind of "bubbling" effect on it.
Does anybody know if it's a vst thang?
