Logix X -- Setting half Tempos? (Exp 85.5)

For some reason I can't figure how to adjust partial tempos like I could in Logic Pro. Why did they make it so difficult? I used to be able to just drag the mouse over the tempo or input a numeric value but in Logic X it will not accept any partial tempos. ANybody know how? Thanks

go to the tempo list first and then open this up and read and act to your hearts content.......
