Both audio and midi can be split into 16ths on the arrange page by selecting scissor tool, holding option and clicking at the 16th note on the grid. I'm unaware of being able to split into 32nd notes. Making midi 16ths to 32nd is straight forward though: change transport division to 32 > select your 16th notes > repeat selection > change adjustment to division > click ok.
