Whichone program do you recomend for making hiphop beats?

It depends. There are so many.
There is no program geared just towards Hip Hop. Many of the popular programs out there will be do the job. If you are new to producing music and have no outboard synths and stuff and don't know the ins and outs about midi and sequencers, start using an all-in-one software studio.
The big ones are Reason, Fruityloops, Storm, and Orion. All of these have demos that you can download and try. Reason and Fruityloops are the top two. I use Fruityloops, but Reason comes with higher quality samples and synths. This isn't a problem for me because I import my own samples and use a lot of VST instruments.
Also for Hip Hop, you will want a sound editor like Cool Edit to record and edit your samples for use in your own productions.
