Hi. How can i create a map for plugins?

Hi. How can i create a map/program for plugins? For example for Sawer. The are options to load/save program/ccmap.
What is cc map?
I want to know how Sawer can produce for example rising helicopter sound (FG Helicopter) when there are no such regulators in plugin itself.
