How do I attach it back on, or make it the default setting where it usely is?

There should be an icon at the top next to the piano roll, sequencer, etc to bring this back up on your screen. When you roll over it with the mouse it should say in the upper left "view browser plugin picker" click it and it should appear, then drag it to where you want it. Go up to the top click on view and make sure browser is checked. It should now stay this way when you close FL. If it doesnt set it back up again and save it as a custom template...boom..done.

it up but its not attached on to the side its just floating,

k then click on the top part of the browser and hold down the mouse button. This should allow you to place it where you want and then let the button go...does that work?

im saying you know when you first get fruity loops, the browser is in a fix position, and the scroller is on the left side, well mine move to the right and its floating

so all you have to do is go over to the right where it is floating and look for at the top of **JUST*** that browser part and you should see a little icon and two arrow icons on the left...move your mouse to the right of those icons and CLICK and also HOLD that area...you should now be able to move the browser around...keep clicking there until you can drag it and then drag it to where you want...make sure you hold it tho or it wont work
