What is drum hardware?

I was on a site looking at a drum kit i want to buy, because the one i have now is really old. but it says exactly this "SHELL PACK ONLY - Tom Mounts included - no other hardware included.
Hardware and Cymbals pictured are for photo only." What exactly is drum hardware, will it come with full drums??
 
the hardware being referred to here are the skin mounting blocks and rings

I'd like to see what you are referring to as I cannot imagine any serious manufacturer of drumkits providing shells only no hardware
 
and this is why I did not understand the question - yes hardware does have a larger scale meaning of the stands etc, as well as the small scale meaning I mentioned initially

in either case i would not buy such a pack as it would be grossly inadequate for playing without spending a lot more money
